Assuming you already looked into Wikipedia and google for CIO responsability, you may already have find the following:
- http://www.ababj.com/briefing/evolution-of-the-cio-2349.html

I may add some more resources:
Full job description by ITBusinessEdge
- http://www.itbusinessedge.com/itdownloads/job-description-chief-information-officer/88372
And an interresting post from Ann All (editor of online trade publication ATMmarketplace.com)
You may find interesting publication at official US gov website for Digital Government Strategy:
And of course, http://www.cio.com.au/

An overview of CIO task & responsabilities will need to specify the fields where his skills should be concentrated:
  • Functional Knowledge (should know the core business)
  • Technical Aptitude (should be technically up to date and get high technical culture)
  • Industry awareness (should be aware of trending technology and alternatives)
The CIO will have to fill the following task fields:
  • Team Leadership
He should be able to promote performing technical climate within the team and help IT employee being enhenced for knowledge & skills.
  • Execution
He must be focused on security & data protection as well as being results-oriented. He will be in position to make important decision that will engage organization for long term target as well as quaterly targets.
  • Strategy
He should be able to give the company a technical vision with focus on business need. He should think about suitable techologic strategy that will promote the business.
  • Horizontal Influence
His communication and negotiation skills sould help him having influence on the whole organization, focusing technologic means onto business priorities.
Hope this will help.

The term was in use ten to fitteen years ago, when Information was looked as an asset and information technology was not so 'pervasive' in the company landscape as is now days.. Probably you will need to look in the Management branch os social sciences for documents published in the nineteens (1990-2000). Hardvard Business Review could be a good tip I think.I've found this reference overviewing my 'notebook': 84-7583-609-7

Sorry, the main source will be the Gartner Group if you consider that kind of firm as an academic one.
